we don't even know if they can hear the rings, many payphone ringers are silent

I just called this number, got a dopey sounding guy named Taylor, asked him for his name about 15 times and kept saying "What?", he got mad but then he sounded lonely and wanted me to talk to one of his friends :P. Am I the only one to get through so far?
